HMRC Issues New Solar Panel Tax Warning — and Faces Customer Service Strain Ahead of Deadline

As the January 31 self-assessment deadline approaches, thousands of UK taxpayers are facing two intersecting challenges from HM Revenue & Customs (HMRC): new tax reporting obligations and growing frustration with the authority’s customer support services.

✔ Solar Panel Owners Could Be Fined if They Miss Self-Assessment

Homeowners who generate income from rooftop solar panels are being urged to review their tax obligations now.

A surge in solar installations and payments under the Smart Export Guarantee (SEG) — the government-backed scheme that pays households for electricity they export to the national grid — means more people are earning money from clean energy than ever before.

However, HMRC says any income above the £1,000 tax-free trading allowance must be declared on a self-assessment tax return. If you exceed this threshold and don’t file by the end of January, you could automatically be hit with a £100 late-filing penalty, even if no tax is ultimately due.

Industry figures estimate that a large number of solar panel owners may unknowingly owe a return because their SEG payments — often around £300 or more per year — combined with other side-income can push total taxable receipts above the allowance.

What this means for you:

  • Check how much SEG income you’ve received from your energy supplier.

  • Add this to any other side earnings (freelance work, second jobs, etc.) from April 2024 to April 2025.

  • If total extra income is above £1,000, you must complete a self-assessment return by midnight on 31 January to avoid automatic fines.

At the same time, taxpayers looking for help have encountered significant issues with HMRC’s customer service.

Recent technical problems caused HMRC telephone support to go offline for part of the week, leaving many people unable to contact advisers during a crucial period for completing returns and resolving queries. Although the helplines have since reopened, the disruption highlights wider concerns about service capacity ahead of one of the busiest times in the tax calendar.

Independent reports paint a picture of long waits, frequent disconnections and a shift towards digital tools that some users find difficult to navigate — especially older taxpayers and others who rely on human support.

Even if your tax situation seems straightforward, a few common factors could trigger a requirement to file:

  • You earned untaxed income from side work or self-employment.

  • You received rental income from a property.

  • You received SEG payments from solar panels or other renewable energy generation.
